Because the Factory did not know to which Customer and User Account this Box is going.
If you "activate" this License in the Envelope you also link it to your Company and User account.
If you lost the License and in 3 Years need it, you have it attached to your Account for example.

Could this be 2060 with a license of 2062??
As I say, 2062 is a Bundle consisting of 2060 & 2x SSD & License.
You can also buy a 2060 with SSD & License to get the same but the Bundle is cheaper.
Although I went to the HP site, I checked the serial number, the warranty section, and saw that it says 2062.
So everything is Fine.
